[Bug Reporter] Unity Bug Reporter window doesn't follow Unity design guidelines
How to reproduce:
1. Create a new project
2. Click Help > Report a Bug
Expected results: Unity Bug Reporter window follows Unity design guidelines (round corners, not flat design)
Actual results: Unity Bug Reporter window doesn't follow Unity design guidelines (flat design, sharp corners, rectangular buttons)
Reproducible with: 2021.1.0a4, 2021.1.0a9
Not reproducible with: 2018.4.30f1, 2019.4.16f1, 2020.1.17f1, 2020.2.0f1, 2021.1.0a3
