How to reproduce:
1. Open attached project
2. Report a Bug
Reproducible with: 2019.1.1f1, 2019.1.4f1, 2019.2.0b4, 2019.3.0a4
Not reproducible with: 2017.4.28f1, 2018.4.1f1, 2019.1.0f2
Actual results: Bug reporter takes about 15 minutes to open
Expected results: Bug Reporter should open almost instantly
Reproducible only on Mac
