Brush picking dropdown occupies the whole window when Tile Palette is docked and narrowed down
How to reproduce:
1. Import the "Dragon Crasher" sample into the Unity
2. In the project window navigate to Assets -> Tilemaps -> _Palettes
3. In the Scene view click "Open Tile Palette"
4. Make sure the Tile Palette window is docked
5. Minimize the width of the window to its minimum size
6. Observe the window
Expected results: All controls are visible and can be accessed in the window
Actual results: Brush picking dropdown takes the whole space
Reproducible with: 6000.0.5f1, 6000.0.10f1
Not reproducible with: 2021.3.40f1, 2022.3.36f1, 6000.0.4f1
Reproducible on: macOS 14.5 Sonoma (Apple Silicon), Windows 10 (22H2)
Not reproducible on: No other environment tested

Resolution Note:
We took a look at this bug and the root cause and determine the fix (involving changes to UITK's layout engine) presents far too much risk compared to the relatively cosmetic impact. The UI becomes unusable anyway at the dimensions required to reproduce this bug. We'll reconsider the risk if a more significant impact is found.
