Brush and Terrain menus in Scene View do not save position on Editor exit
How to reproduce:
1. Open the project from comments or create a project and set up "Terrain Tools"
2. Enter Scene "SampleScene"
3. Create and/or select a Terrain GameObject
4. Move the Terrain and Brush menus in Scene View
5. Close and Open the Project
6. Observe Scene View
Actual result: Brush and Terrain menus do not save their position and default to the left top corner of Scene View, although they can be seen with saved positions for a split second when the Editor loads up again
Expected result: Brush and Terrain menus save their position in Scene View and load when the Project opens
Reproducible with: 2023.1.0b3, 2023.2.0a2

Resolution Note:
Will be resolving this issue as designed upon further investigation. If you'd like to save your layout for subsequent sessions you need to go to the top right corner of the Unity Editor to Layout -> Save Layout. This should retain the layout you currently have for the next launch of the editor. Otherwise the layout will keep resetting back to whatever you have actually saved in this setting.
