Broken Tool States when using Terrain tools
Description:
Using Terrain tools can result in states where selected objects show no active or available tools, resulting in a broken state where the user cannot interact with the selection or see why.
Repro Steps:
- Activate a Terrain tool
- Via the Hierarchy, select a non-Terrain object
Actual Results:
The object becomes selected, but no tool is presented as active or usable
Expected Results:
The Terrain Tool is deactivated, falling back to the last-used standard tool (move, rotate, scale)
