Blurry graphical artifacts are visible in the Player when building a HD RP project with Vulkan set as the Graphics API
How to reproduce:
1. Create a new project with the High Definition RP
2. Set the Graphics API to Vulkan (Edit -> Project Settings -> Player -> Other Settings)
3. Build the project (Edit -> Build and Run)
Expected result: no blurry graphical artifacts appear in the built version
Actual result: the built version has blurry graphical artifacts visible at the top of the screen and when quickly moving around the Scene objects
Reproducible with: 9.0.0-preview.33, 9.0.0-preview.54 (2020.1.4f1, 2020.2.0a13)
Not reproducible with: 4.1.0-preview (2018.4.26f1), 7.3.1 (2019.4.9f1), 9.0.0-preview.13 (2020.1.4f1), 9.0.0-preview.33, 9.0.0-preview.54 (2020.2.0a14), 10.0.0-preview.27 (2020.2.0b1)

Not reproducible with Direct3D11, Direct3D12 Graphics API

Resolution Note:
DOTS users should migrate to 2020.2 and HDRP 10. HDRP 9 is preview only for DOTS in 2020.1 and is now deprecated. For normal products HDRP 8 is the official supported one.
