BlendShapes value defaults to 0 when importing FBX model
How to reproduce:
1. Open the user's attached project
2. Go to the Assets in the Project window
3. Import the model "fbx_cubeStar" into the Scene by dragging the Asset into the Hierarchy window
4. Select the GameObject "fbx_cubeStar" in the Hierarchy window
5. In the Inspector view, expand the BlendShapes section under Skinned Mesh Renderer and observe the "Inflate" value
Expected result: model BlendShapes "Inflate" value is 100 after importing
Actual result: model BlendShapes "Inflate" value is 0 after importing
Reproducible with: 2019.4.30f1, 2020.3.17f1, 2021.1.18f1, 2021.2.0b9, 2022.1.0a6
