Repro steps:
1. Open the attached vfx.
2. Try re-arranging a property on blackboard by click-moving it to another spot
3. Observe that it arranges correctly
4. Move any of the properties to the group at the bottom
5. Try re-arranging another property
6. Observe that it does not move to the place where it's dropped.
