Baking inside scene opened in Additive mode does not affect NavMeshes in other scenes
Steps to reproduce:
1. Open attached project "NavMeshAdditive"
2. Load scene "NavMesh"
3. Bake out a NavMesh
4. RMB click on scene "Blank"->Open Scene Additive
5. Double click it to make it active
6. Change Agent Radius to some value
7. Bake again
Expected result: NavMesh is rebaked across all scenes
Actual result: only active scene is considered for baking
Reproduced on: 5.6.1f1, 2017.1.0p4, 2018.1.0a1
