Baked GL Discarded for Shader Graph Shaders until Shader Graph Editor is opened
How to reproduce:
1. Open the attached project ("reproduc.zip")
2. Load "World 1" scene
3. Close Unity
4. Reopen that project
Expected results: The lighting is the same as it was
Actual results: The baked lighting is gone and you have to open "CellShaderPBRV3" and it's Shader Graph Editor for it to reload
Reproducible with: URP 8.2.0 - 9.0.0-preview.14 ( 2020.1.17f1)
Not reproducible with: URP 9.0.0-preview.35, 10.2.2 ( 2020.2.0f1, 2021.1.0a9)
Could not test with: 2018.4.30f1 (URP not available), 2019.4.17f1 (Couldn't downgrade)

Resolution Note (fix version 9.0.0-preview.35):
Does no longer reproduce with Unity 2020.1.0b13, URP 9.0.0-preview.35 and newer
