[Backport] A prefab's child GameObject can't be dropped to the top position in Prefab Mode when a long blue separator appears
Reproduction steps:
1. Open the attached 'Bugs' project
2. Open the 'Assets/Prefab.prefab' in Prefab Mode
3. Try to drag and drop the 'Child2' GameObject above the 'Child1'
Expected result: The 'Child2' can be dropped if any of the blue separators appear
Actual result: The 'Child2' can be dropped only if a shorter blue separator appears
Reproducible with: 2021.2.17f1, 2022.1.0b14, 2022.2.0a9
Could not test with: 2019.4.37f1, 2020.3.32f1 (only short blue separator appears)
