Automatic button navigation skips buttons that are closer but not aligned
Steps to reproduce (or watch attached gif):
1. Open attached project "934378.zip"
2. Open "sample" scene
3. Enter play mode
4. Select Button "B 16"
5. Press down arrow key to navigate to the button which is below
Expected behavior: Button "B 11" which is below "B 16" is selected
Actual behavior: Button "B 8" is selected (Button "B 11" is skipped)
Reproducible with: 5.6.2p4, 2017.1.0p1, 2017.2.0b4, 2017.3.0a1
