Auto Off-mesh links are not generated correctly on terrains
To Reproduce:
1. Open 'scene1' from the project in 'repro.zip'.
2. Bake navmesh on the Terrain present in scene.
3. Notice the off-mesh links, they are only present on a small part of the terain and most of them start and/or end in semi-random places (like in the screenshot attached to the report).
Generates fine with the same settings on b3.
