ASTC Encoding regression when compressing texture with blocks that the texture is not multiple of
To reproduce:
1. Open user's attached project "ASTCCompressionRegression.zip"
2. In Project window, select "Bug1" texture
3. Observe warning in Inspector window
Expected: ASTC block compression is available for textures that are not multiples of selected block sizes
Actual: ASTC block compression is not able to compress textures that are not multiples of selected block sizes
Reproduced in: 2018.3.0a10, 2018.3.0b8
Not reproduced in: 2017.4.14f1, 2018.1.9f2, 2018.2.14f1, 2018.3.0a9
