Assets packages are not updated if cache contains a previous version
Reproduction steps:
1. Add 'Vuforia_Books_Sample.unitypackage' to newly created '...\AppData\Roaming\Unity\Asset Store-5.x\Company\Complete ProjectPacks/PTC' folder ('/Users/user/Library/Unity/Asset Store-5.x/Company/Complete ProjectPacks/PTC/' on Mac)
2. Create and open new Unity project
3. Add the 'Vuforia Books Sample' asset (https://assetstore.unity.com/packages/templates/packs/vuforia-books-sample-102254) to 'My Assets'
4. In Package Manager window, Packages: My Assets, select Vuforia Books Sample
5. In Package Manager window, Import the package
6. Observe the import process
Expected result: No popup window
Actual result: Popup window that asks to update the asset to 9.5.4
Reproducible with: 2020.2.4f1, 2021.1.0b6, 2021.2.0a4
Could not test with: 2018.4.31f1, 2019.4.20f1 (errors when importing)
