[Refresh/Import] AssetDatabase GUID's go out of sync when meta file is added during import process
Reproduction steps:
1. Open "metaConflictTest.zip" project
2. In a File Explorer cut "unity.png" (Without the .meta file) to "MetaHack" folder
3. Focus Editor
Expected Result: AssetDatabase GUID and meta GUID synchronize
Actual Result: AssetDatabase GUID and meta GUID out of sync
Fixed in: 2019.3.0a3
Reproduced with: 2019.2.0a3, 2019.1.0b1, 2018.3.3f1, 2018.1.9f2
Did not reproduce on: 2017.4.19f1, 2017.3.0a1
