AssetDatabase.ImportAsset does not trigger OnPreprocessModel when using local cache server
Reproduction steps:
1. Open project attached(Bug-OnPreprocessModel_not_called.zip)
2. Press on menu item "Bug" -> "Should print to console"
Expected result: OnPreprocessModel will be printed to console.
Actual result: Console is empty.
Note: Only reproducible by when local cache server is enabled. ImportAssetOptions.ForceUpdate does not help too.
Reproduced on: 5.5.0p4, 5.5.1p1, 5.5.1p2 and 5.6.0f3
Worked fine on: 5.2.3p1, 5.4.3f1, 5.5.0p3.
Regression introduced in: 5.5.0p4.
