AssetBundles have different AssetFileHash values when built several times
How to reproduce:
1. Open the attached project ("case-1143373-AssetBundleTest.zip")
2. Build the AssetBundles
3. Save the AssetBundle folder outside the project
4. Close the project and delete Library and AssetBundle folders inside the project directory
5. Open the project and build AssetBundles
6. Compare the "cubes.manifest" files
Expected results: Both "cubes.manifest" files have the same AssetFileHash value
Actual results: Both "cubes.manifest" files have different AssetFileHash values
Reproducible with: 2017.4.25f1, 2018.3.13f1, 2019.1.0f2
Not reproducible with 2019.2.0a1, 2019.2.0a11
