Asset Store window opens HUB instead
Repro:
1. start a new project with Unity 2019.4.0a4
2. open the Asset Store Window
3. Notice the window is blank but the HUB opens instead.
4. Happens on Windows and MacOS
Reproducible in 2019.2.0a4
Not reproducible in 2019.1.0b3 or 2019.2.0a3
