Asset Store does not let you access downloads when offline
Repro steps:
1. Open Unity
2. Disconnect internet connection
3. Click on "Window" -> "Asset Store"
Expected result: The store should be offline (as it is), but you should be allowed to access the downloads for easy importing.
Actual result: The store is offline and you can't select anything inside it.
