Asset Labels UI is not displayed when Asset is in a package
How to reproduce:
1. Open the user's attached project
2. In the Project window open the 'ErrorProne.NET' package
3. Select the 'ErrorProne.NET' Asset
4. Observe the bottom part of the Inspector
Expected result: The Asset Labels section is displayed
Actual result: The Asset Labels section is not displayed
Reproducible with: 2018.4.35f1, 2019.4.27f1, 2020.3.10f1, 2021.1.9f1, 2021.2.0a18
Notes:
- Asset labels are required for Roslyn Analyzer
