Assertion failed: Assertion failed on expression: 'modifications.empty()' when dragging a UI prefab in the scene
Repro steps:
- open the project and a new scene
- drag the prefab to the scene hierechy
- notice the assertion
This is a regression from 2018.1. 0f1
Reproducible in 2018.1.0f2 and 2018.2 0b6 and Trunk

The same issue is also reported as #673538, #713684, #957857, and probably more, and all of them claim it is fixed, except it's not. I'm still encountering it in 2018.2.0f2
