Artifacts in Preview window when HDR option in the LWRP asset is enabled
How to reproduce:
1. Open the attached "bug_repro.zip" project
2. In the Project window, select "Location" prefab
3. In the Preview window, rotate the cube
-- Artifacts appear.
Expected result: No artifacts when rotating prefab in the Preview window.
Reproducible with - 2019.2.0a1, 2019.2.0a14, 2019.3.0a1
Not reproducible with - 2018.4.0f1, 2019.1.1f1
