Artifacts are visible when moving and viewing Alpha Clipped Geometry in front of Volumetric Clouds

How to reproduce:
1. Create and open a new HDRP project
2. Import the “PalmTree.unitypackage“ into the project
3. Add the “Assets/Trees/Palm2/Palm_Desktop_Color.png“ texture onto a new Plane Game Object
4. Enable the Plane GameObject’s Shader > Surface Options > Alpha Clipping in the Inspector
5. Enable Edit > Project settings > Quality > HDRP > Lighting > Volumetrics > Volumetric Clouds
6. Add a “Volumetric Clouds“ override in the “Sky and Fog Volume“ GameObject in the Inspector
7. Pan around the Plane Game Object in the Scene view
8. Observe the Scene view

Expected result: No artifacts around the edges of the Alpha Clipped Plane
Actual result: Artifacts are visible on the edges of the Alpha Clipped Plane

Reproducible in: 6000.0.40f1, 6000.2.0a6
Could not test in: 2022.3.59f1, 6000.1.0b9 (could not test locally)

Reproduced on: Windows 11 (By the reporter)
Not reproduced on: Windows 11 Pro (24H2) (tested locally)

Note: Could not test this locally
