Realtime HDRP Area Light is culled when Camera Frustrum is outside the lights range
Reproduction steps:
1. Open the “ReproProject“ project
2. Open the “Assets/AreaLightIssue/AreaLightIssue“ scene
3. Select the “Area Light” GameObject
4. Rotate the Scene View camera down until the Area Light Range gizmo is outside the Scene View
5. Observe the Scene View
Expected result: The light is visible
Actual result: The light is culled and not visible
Reproducible with: 2023.2.0a1, 2023.2.19f1, 6000.0.0b15
Not reproducible with: 2021.3.37f1, 2022.3.25f1, 2023.1.20f1
Reproducible on: Windows 11 Pro (22H2)
Not reproducible on: No other environment tested
