Application.targetFrameRate on WebGL is inaccurate
Steps to reproduce:
1. Open attached project
2. Add "FpsTest" scene to build settings
3. Build and run for WebGL
4. Notice how fps on WebGL averages about 26 even though Application.targetFrameRate is set to 30 (gif attached)
Note: doesn't reproduce on Standalone players
