Application.systemLanguage returns "Unknown" when system language is set to Hindi
How to reproduce:
1. Set Hindi as the primary system language
2. Open the attached project ("ApplicationSystemLanguageHindi.zip")
3. Enter Play Mode
Expected result: "Application.systemLanguage: Hindi" is displayed
Actual result: "Application.systemLanguage: Unknown" is displayed
Reproducible with: 2019.4.32f1, 2020.3.22f1, 2021.2.1f1, 2022.1.0a13

- Tested and reproduced on iOS, macOS, and Windows
- Reproducible in Editor and build
