[Animation Rigging] Overlays in Animation Rigging are broken.
How to reproduce:
1. Open the attached '1345160.zip' project
2. Open the SampleScene
3. In the Hierarchy select the 'Cube' object
4. Observe the Scene view
Expected result: The Animation Rigging overlay is displayed in the Scene view
Actual result: The Animation Rigging overlay is not displayed in the Scene view
Reproducible with: Animation Rigging 1.1.0 ( 2021.2.0a17, 2021.2.0b2, 2022.1.0a1)
Not reproducible with: Animation Rigging 0.2.7-preview (2019.4.28f1), 1.1.0 (2021.1.14f1, 2021.2.0a16)
Cannot test with: 2018.4 (the package is not supported)

- In 2021.2.0a17 UI changes were introduced
