[animation] re-ordering layers changes layer selection
After dragging an Animator layer to re-order it, another layer becomes selected and the Animator still displays the originally selected layer.
see attached gif.
expected result: Selected/moved layer should stay selected after being re-ordered.
repro:
-create an Animator controller
-create a few layers
-create a state in the first layer
-drag the first layer with a state to another position...
bug: the layer that has become the first layer is now selected, but the layer with the state is still displayed.
