Animation playback head is not moving when using the "," or "." keys
Reproduction steps:
1. Open the attached “TimelineAnimationWindow - 2023.3.zip” project
2. Select the “New Timeline” GameObject to open the Timeline attached to it
3. Double-click on “Clip2” to open the Animation Clip
4. Press the “.” key several times to move to a different frame
Expected result: The Animation playback head moves frame by frame to the right
Actual result: The Animation playback head doesn’t move
Reproducible with: 2023.1.0a16, 2023.1.16f1, 2023.2.0b12, 2023.3.0a9
Not reproducible with: 2021.3.31f1, 2022.3.10f1, 2023.1.0a15
Reproduced on: macOS Monterey 13.5.1 (Intel)
Note: Moving the playback head with the mouse to anywhere other than the start of the animation and then pressing the “,“ or “.” keys moves the playback head back to the start

Resolution Note (fix version 1.8.7):
-Fixed bug where using , and . (<>) to step frames in the Animation Window while the Timeline Window was linked would sometimes not work
-When the Timeline and Animation windows are linked and the Timeline Window is active, moving the playhead in the Timeline Window will cause the animation window to repaint immediately
