[Android][Vulkan][VideoPlayer] Video Player crashes when graphics API is set to Vulkan

How to reproduce:
1. Open the attached project
2. Sample scene is very simple, it has Video Player attached to Main Camera with all default settings
3. Make sure that Graphics API is set to Vulkan
4. Build and run sample scene on android device
5. If it didn't crash, press on screen
Result: crash

Reproducible: 2019.2.0a2, 2019.2.0a1
Not reproducible: 2019.1.0a15

    I have 2019.3.0a2 Personal and yet the problem exists.
