[Android] [Vulkan] UI that is activated after a delay flickers when a Scriptable Render Pass goes over it

How to reproduce:
1. Open the “ReproProjectFile.zip“ project
2. Open the “Application“ scene
3. Build and Run for Android
4. Wait for 30-60 seconds

Expected result: No flickering UI
Actual result: UI is flickering

Reproducible with: 6000.0.30f1, 6000.1.0a7
Could not test with: 2021.3.46f1, 2022.3.53f1 (The issue only reproduces with “CustomVolumeComponent“, “BlurRenderPass“ and the “BlurRendererFeature“ classes written in the Example of a complete Scriptable Renderer Feature in URP for Unity 6)

Reproducible environment: macOS 15.1.1 (Intel), Windows 11 (Reporters)
Not reproducible environment: No other environment tested

Notes:
- Reproducible with only Vulkan Graphic API, not reproducible with OpenGLES3
- The UI that flickers is loaded after a delay, if it is loaded with the scene (no delay) the issue does not reproduce
