[Android Vulkan] Shader using offset renders wrongly on Adreno GPU phone with Vulkan
Steps:
1. Build apk with Vulkan api and run on Adreno GPU phones that supports Vulkan
OR use the apk in the Build folder
2. Open the app and observe
Expected and Actual Result please see picture in comment.
Reproducible in : 2018.2.0a3 (crash), 2018.1.0b10, 2018.1.0b9, 2017.3.1p2
Not-reproducible in : 2017.1.3p1
Reproducible device : Google Pixel 2
Not-reproducible device : Samsung Galaxy Note 8 (SM-N950F, Mali GPU)
Not-reproducible API: GLES3 (fine on both devices)
