[Android][Vulkan] Screen flickering/graphical artifacts appear after changing certain device orientation
How to reproduce:
1. Open attached project "SimpleDynRezTest"
2. Build and run on Android device
3. Change orientation of phone
4. Observe graphical artifacts on device
Expected: No graphical issues should appear
Actual: Flickering screen/graphical artifacts appear
Regression introduced with - 2018.2.0a1
Reproducible with - 2018.3.0a1(trunk), 2018.2.0b3, 2018.2.0a1
Not reproducible with - 2018.1.0f2
Note - Not reproducible on OpenGLES3, OpenGLES2
