[Android] VideoPlayer does not support even framerates and shows different frame on some Android devices
Steps to reproduce:
1. Open QA attached project
2. Build & Run on Android device
3. Observe that framerate is 23.97602 instead of 24 on and video stops at different frames on some Android devices
Expected result: framerate and paused frame should remain consistent on Android devices
Reproduced in: 2018.3.0a11, 2018.2.0f2, 2017.4.10f1, 2017.2.3p1
