[Android] URP Lit, SimpleLit, and ComplexLit Shader doesn't render GameObjects when using Forward+ rendering path with OpenGL ES 3.2

Reproduction steps:
1. Open the attached project “BugRepro”
2. Open the “Assets/Scenes/SampleScene.unity” scene
3. Build and Run on Android
4. Observe the “cube” GameObjects in the app

Expected result: All the GameObjects are rendered/visible
Actual result: GameObjects with Lit, Simple Lit, and Complex Lit are not rendered/visible

Reproducible with: 2021.3.43f1, 2022.3.43f1, 6000.0.16f1

    We have reviewed the issue carefully, and in this case, the team is unable to prioritize fixing this bug. There are a number of reasons we make this decision, including the impact and severity of the issue across our user and customer base, and the possibility that future plans may solve the problem in a different way.
