[Android] Unstable FPS on a Player with an empty URP Scene when launched on Samsung S9



How to reproduce:
1. Open the attached “IN-42393“ project
2. In the “Project Settings” → “Player” → “Graphics API” add only “OpenGLES3”
3. In the “Project Settings” → “Player” → “Quality” select “Balanced”
4. In the “Build Settings” enable “Development Build” and “Autoconnect Profiler”
5. Click “Build And Run” and inspect the “Profiler” window

Expected result: The Player runs at ~30 FPS
Actual result: FPS are not stable, jumps between 15 FPS and 30 FPS

Reproducible with: 12.1.12 (2021.3.27f1)
Not reproducible with: 14.0.7 (2022.3.0f1), 15.0.5 (2023.1.0b19), 16.0.1 (2023.2.0a17)
Could not test with: 12.1.12 (2022.1.0a1), 13.1.1 (2022.1.0a16) - Gradle failure during building
Fixed in: 13.1.3 (2022.1.0b1)

Testing environment: macOS 13.2 (Intel)

Reproducible on devices:
