[Android] Sprites are not being packed properly by Sprite Packer or Sprite Atlas when using ETC1 compression
Steps to reproduce:
1. Create a new project
2. Import attached assets
3. Enable Sprite Packing in Edit > Project Settings > Editor > Sprite Packer
4. Switch to 'Android' platform and open scene 'Test'
-- Notice how the sprite looks
5. Enter playmode
-- Notice the sprite is now black in places where it should be transparent
Reproduced on: 2017.1.3p2, 2017.2.2p1, 2017.3.1p4, 2018.1.0b11, 2018.2.0a5
Note: Building to device the sprite is fully black
