[Android] Rendering a scene with only a skybox in LWRP gives much lower FPS than the built-in pipeline
How to reproduce:
1. Open project, uploaded to ownCloud
2. Build and run on Samsung J5
--In Profiler notice, that only ~45 FPS are shown
How to reproduce on a newly created project:
1. Create new LWRP Project
2. Switch Platform to Android
3. Open Player Settings
4. Change Color Space to Linear
5. Change Graphics API to OpenGLES3
6. Change Minimum API Level to Android 5.0 'Lollipop' (API Level 21)
7. Open Quality Settings
8. Set Android default Quality to Very Low
9. Open Graphics Settings
10. Select LWRP-LowQuality Asset as Scriptable Render Pipeline Setting
11. In the LWRP-Low Quality Asset disable "cast shadows"
12. Create a new empty scene and add it to Building Settings
13. In Build Settings select "Development build" and "autoconnect Profiler"
14. Build and run the empty scene on Samsung J5
-- In Profiler notice, that only ~45 are shown

2017.4: no ability to create LWRP project or install LWRP Package.
2018.1.0a1 -2018.1.0b5: no ability to create LWRP Project or install LWRP Package.
2018.2.0a1 - 2018.2.0a8: creating LWRP project or installing LWRP Package ends up with errors.
2019.2.0a1, 2019.2.0a3: can't test - when trying to set Minimum API Level, it gets stuck on "Getting API levels...".
2019.2.0a2: empty field in Minimum API Level.
