[Android][PostProcessing] PostProcessing hides/overrides opaque rendering on Mali GPU with OS 7 or below

Reproduction steps:

1. Open the "1164841" project
2. Build & Run for Android
3. Open the Frame Debugger
4. Select "Render Opaques" and notice how the view is rendered
5. Select "Render PostProcessing Effects" -> "Draw Mesh" and notice how the view is rendered

Expected Result: Render is almost the same as "Render Opaques"
Actual Result: Yellow panel is obstructing the view

  1. Resolution Note (2019.3.X):

    There is a workaround (disable FXAA on the affected devices) and FXAA does not make sense on those same devices (the shader is too heavy, does 6 to 19 texture samples in the "fast" mode).
