[Android] Player pauses for 1-5 seconds on start when Write Permission is set to "External (SDCard)"
How to reproduce:
1. Open the "IN_56838" project
2. Make sure "Write Permission" is set to "External (SDCard)" in the Project Settings
3. In the Build Settings "Run Device" drop-down, select the desired device
4. Press Build And Run
5. Observe the Player
Expected result: no pause before Splash Screen
Actual result: 1-5 sec pause before Splash Screen
Reproducible with: 2021.3.31f1, 2022.3.11f1
Not reproducible with: 2023.1.16f1, 2023.2.0b13, 2023.3.0a9
Can’t test with: 2023.1.0b1 - 2023.1.0b3 (because the Player doesn't load at all in those versions)
Fixed: 2023.1.0b4
Testing environment: Windows 10 Pro, macOS Ventura 13.5.2 (M1)
Not reproducible on: no other environment tested

Notes:
- Not reproducible when "Write Permission" is set to "Internal"
- Couldn't test on iOS because choice "External (SDCard)" doesn't exist
- Not reproducible on Windows Standalone Player
- User also mentioned System Tray appearing before the Splash Screen but while testing I noticed System Tray might not appear but the pause is still happening before the Splash Screen. It also could be that System Tray is appearing but no pause is happening. So these two issue seems to be not related to each other
- Seems to reproduce only on Android 13 devices
