[Android] Player freezes for a few seconds when OnDemandRendering.renderFrameInterval is set to 1

Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Scenes/SampleScene.unity” Scene
3. Switch to Android Platform
4. Build and Run
5. Press the button with the text “Move Image“

Expected result: The pink square moves immediately
Actual result: The pink square has a delay to start moving

Reproducible with: 2021.3.35f1, 2021.3.36f1, 2022.3.22f1, 2023.2.16f1, 6000.0.0b13
Not reproducible with: 2021.3.34f1

Notes:
- With Editor version 2021.3.34f1, the yellow square rotates faster
- Reproducible with Vulkan and OpenGLES3
- Reproducible with IL2CPP and Mono
- The greater value OnDemandRendering.renderFrameInterval is set the greater the freeze time is when it is set back to 1
