[Android] Permission requests are automatically denied when Write Permission is set to “External (SD)” and Show Splash Screen is disabled

Steps to reproduce:
1. Open the attached “permission_repro” project
2. Ensure that Show Splash Screen in Project Settings → Player → Splash Image is disabled
3. Build And Run the project on the device
4. Allow the project to access photos and media on your device

Expected result: Asks for access to allow the project to take pictures and record video
Actual result: Doesn’t ask for any more permissions

Reproducible with: 2023.1.0a18, 2023.1.11f1, 2023.2.0b7, 2023.3.0a3
Not reproducible with: 2021.3.30f1, 2022.3.10f1, 2023.1.0a17

Reproducible on: macOS Ventura 13.5 (Intel)
Not reproducible on: No other environment tested

Notes:
- Enabling Show Splash Screen results in issue not being reproducible
- Reproducible with microphone/record permission
- Write Permission set to “External (SD)” is required for reproduction
- The results might differ between the device OS versions
- The device asks for camera permissions when opening the app the second time
