[Android] [VR] Skinned mesh gives performance issue on certain devices (MeshSkinning.Skin)

Steps to reproduce:

1) Download attached project 'HackersPerfTest.zip' and open in Unity
2) In Hierarchy tab, expand WireCuttingMinigamePanel >> Mesh
3) Duplicate Mesh_Wire component 20 times
4) In Build Settings, make sure Development Build and Autoconnect Profiler enabled
5) Build and run project on a device
6) Check in profiler:
MeshSkinning.skin will take around 40ms, sometimes jumps more than 100ms(Check attached image 'S7MeshSkinningCrazy.png')

Reproduced with:
5.5.0a6, 5.5.1p3, 5.6.0b7

Note: I wasn't able to check regression because project didn't worked with <= 5.5.0a5 (check attached image 'HigherVersion.png')

Samsung SM G930F, OS:7.0, CPU:arm64-v8a, GPU:Mali-T880, Build:samsung/heroltexx/herolte:7.0/NRD90M/G930FXXU1ZPK3:user/release-keys (some spikes)

Not reproduced with:
Samsung SM G935F, OS:6.0.1, CPU:arm64-v8a, GPU:Mali-T880, Build:samsung/hero2ltexx/hero2lte:6.0.1/MMB29K/G935FXXU1BPLB:user/release-keys (no spikes at all) - check attached image 'S7EdgeInternational.png'
