[Android] NewInputSystem does not support Input.backButtonLeavesApp
Steps to reproduce:
1. Open the attached user's project "backButtonLeavesApp-bug.zip"
2. Make sure that Android is selected as the platform
3. Make sure PlayerSettings > Active Input Handling is set to New Input System.
4. Build the Android Player
5. Click back button on Android device (or back gesture).
Expected results: Pressing back button will minimize the app
Actual results: The app does not minimize
