[Android][NDK Upgrade] Building never finishes and Library folder size explodes
Steps to reproduce:
1. Open attached project
2. Start building for Android IL2CPP
3. Wait
Notes: It takes a while (at least 30 minutes). It stalls at around 4GB for most of that time and then starts shooting up
Not reproduced on: Version 2018.3.0a3 (0ac1bca97520)
Reproduced on: Version 2018.3.0a4 (09d093d4c7ae), 2018.3.0a8 (021de3)
