[Android] Minimum API Level and Target API Level lists are empty when there is no internet connection
Steps to reproduce:
1. Download a new version with Android support
2. Upon launching this version, disconnect the Internet
3. Create a new project, and check the minimum API and Target API dropdown menus in Player Settings
Expected: They are available
Actual: They are not available
Reproduced in: 2019.2.0a1, 2019.2.20f1, 2019.3.0a1
Not reproduced in: 2017.4.36f1 (The Editor didn't start), 2018.4.16f1, 2019.3.0f6, 2020.1.0a20
Note: Can't tell exactly where the bug disappears due to constant crashing upon creating a new project without internet in the suspected versions, but it is somewhere in the alpha of 2019.3
