[Android][GLES3] Meshes with Standard shader GPU instancing flicker
To reproduce:
1. Open the attached project (BuildMyCityClean.zip)
2. Build and Run the project for Android
3. In the build, observe flickering of some meshes
Expected: flickering on Android for meshes that use built-in shaders with support for lighting
Reproduced in 2018.1.9f1, 2018.2.2f1, 2018.3.0a7
Could not test in earlier versions of Unity due to many errors appearing during the building process
Did not reproduce in 2017.4.8f1
Regression introduced in 2018.1.9f1
Fixed in: 2019.1.0a8
