[Android] [IL2CPP] Scenes can't be loaded when building App Bundle with Split Application Binary, .NET 4.x API and ARM64
How to reproduce:
1. Download the attached project "SceneBuild.zip"
2. In Build Settings, select Android platform
3. In Build Settings, select Build App Bundle
4. In Build Settings, press Build And Run
5. When the app loads, press on "Load Scene 1" button
Expected result: The next Scene loads with different background
Actual result: The button stays pressed and the next Scene is not loaded
Reproducible with: 2020.3.15f1, 2020.3.18f1, 2021.1.22f1, 2021.2.0b12, 2022.1.0a10
Not reproducible with: 2019.4.30f1, 2020.3.14f1

Notes:
- Logs show no errors when the issue is reproduced
- On Unity 2019.4, 2020.3, 2020.1, the app might crash before the splash screen is showed with a warning "Unable to initialize the Unity Engine"
- Can be reproduced randomly by opening the app ~1/10 times (differs by Unity version and/or device)

We have the same problems on Redmi 4 and Redmi Note 5 (6-7 versions, API 23-24). Reproduced with: 2019.4.3, 2020.3.23, 2021.2.5, 2021.2.6

We are seeing this on Oculus Quest 2
