[Android] Graphics DrawTexture performance regression in 2018.3.0a2 when drawing few hundred textures per frame
To reproduce:
1. Open the QA's attached project
2. Build and run on mobile
Actual: Frame rate becomes 8 times lower after the regression
Reproduced with 2018.3.0a2, 2018.3.3f1
Not reproduced with 2018.2.20f1, 2018.3.0a1
